NRR vs SNR: What Safety Buyers Need to Know
NRR and SNR are laboratory-derived, single-number ratings for hearing protectors. NRR appears on hearing-protector packaging in the United States under EPA labeling rules. SNR appears in a separate method used in UK HSE guidance. Use each rating with the calculation method required by the employer's hearing conservation program. A direct numerical conversion between the two ratings is unsupported.
The number on a package also differs from the attenuation an individual worker receives. Fit, insertion, seal, condition, training, compatibility with other PPE, and consistent wear affect field performance. For a U.S. purchasing program, NRR is a comparison field. Exposure measurements, OSHA's attenuation method, and individual fit testing provide the basis for evaluating protection.

The values can differ on products that display both ratings because the systems use different test and calculation conventions. Procurement records should include the rating type beside the value. A field labeled only attenuation leaves room for an NRR value to be entered as SNR or the reverse.
Why U.S. buyers usually see NRR
EPA hearing-protector labeling rules in 40 CFR Part 211, Subpart B establish NRR as the package rating for products sold in the United States. OSHA incorporated that labeling approach into its occupational-noise framework and provides methods for estimating hearing-protector attenuation.
OSHA's occupational-noise standard requires employers to make hearing protectors available at no cost to employees exposed at or above an 8-hour time-weighted average of 85 dBA. Employees must be able to choose from suitable hearing protectors. The standard also requires training on selection, fitting, use, care, advantages, disadvantages, and attenuation.
For buyers, those requirements mean a high NRR cannot serve as the complete purchase specification. The approved assortment must give covered workers suitable choices, and the hearing conservation program must support fitting and use.
How OSHA applies NRR
The OSHA Technical Manual publishes several NRR equations for different measurement data and enforcement questions. When C-weighted workplace data are available, OSHA's basic single-protector estimate subtracts the NRR from the C-weighted time-weighted average:
Estimated exposure in dBA = TWA in dBC - NRR
When only A-weighted data are available, OSHA applies a 7 dB correction:
Estimated exposure in dBA = TWA in dBA - (NRR - 7)
OSHA also applies a 50 percent safety factor when estimating field attenuation for decisions about engineering controls:
Estimated exposure in dBA = TWA in dBA - [(NRR - 7) x 50%]
The OSHA Technical Manual distinguishes that field estimate from its PPE and hearing-conservation enforcement calculation. A purchasing team should avoid placing one adjusted value in every policy, bid, or item record. The hearing conservation program owner should document which calculation applies to the exposure assessment and compliance question.
Dual protection has another OSHA calculation. It starts with the higher-rated protector, applies the relevant weighting correction, then adds 5 dB for the second protector. The two package ratings are not added together. Any task requiring plugs and muffs together should have an exposure-based selection documented by the safety program.
What SNR tells a buyer
The UK Health and Safety Executive uses SNR in hearing-protector selection guidance. HSE also warns that its simplified SNR selection table is a guide and can be unsuitable where noise has substantial low-frequency components. Standardized methods provide the formal calculation path.
This matters when a supplier specification, imported product sheet, or global item master includes SNR. Record it as SNR, retain the supporting technical document, and have the responsible safety professional evaluate it under the applicable program. Do not place an SNR value into an OSHA NRR equation.

This structure preserves the original rating and prevents an informal conversion from becoming a purchasing specification.
Why the label cannot predict each worker's attenuation
OSHA describes NRR as a laboratory-derived estimate. Its Technical Manual notes that workplace protection has not consistently matched the labeled rating. NIOSH states that the package NRR often does not reflect the protection received by each worker.
Fit is one source of variation. Foam plugs require correct rolling, insertion, and expansion. Premolded plugs need an appropriate size and seal. Earmuff cushions must contact the head without gaps from eyewear temples, hair, headwear, or other equipment. Worn cushions, damaged bands, dirty plugs, and intermittent removal can change the attenuation delivered during a shift.
NIOSH now recommends individual quantitative fit testing for hearing protectors. The test produces a Personal Attenuation Rating, or PAR, for a worker wearing a specific protector. A PAR gives the program a worker-level result that can support selection and training. It also gives procurement a clearer record of which approved models and sizes work across the tested group.
Fit, communication, and overprotection
A hearing protector needs enough attenuation for the measured exposure and a design that workers can wear correctly through the task. NIOSH advises employers to consider comfort, compatibility, communication, convenience, and cost when selecting options. It also advises avoiding overprotection because excessive attenuation can reduce awareness and encourage removal.
Communication needs belong in the task record. Workers may need to hear speech, alarms, equipment changes, or radio traffic. Specialty communication products or flat-attenuation options may be appropriate for some assessed tasks. Selection still depends on the measured exposure, required attenuation, program controls, and fit result.
Check the full PPE combination during a wear trial. Safety-glasses temples can affect an earmuff seal. Hard-hat-mounted muffs must match the supported attachment system and helmet configuration. Face shields, welding equipment, hoods, and cold-weather headwear can also change fit or wear behavior. Approve and document the complete tested combination.
Earplugs, earmuffs, and dispenser programs
Protector type affects issue control and replenishment. Match the format to the work pattern after EHS defines the required attenuation range.
Disposable earplugs
Disposable earplugs suit programs that need sealed, single-user issue and frequent replenishment. Buyers should compare corded or uncorded format, unit of sale, packaging, dispenser compatibility, shelf storage, and observed consumption. Training and fit testing remain part of the program.
Reusable and banded protectors
Reusable earplugs and banded hearing protectors can support tasks with repeated use or intermittent entry into designated areas. Purchasing records should include cleaning, storage, inspection, replacement parts, and individual-issue rules. The labeled rating may depend on the approved wearing position, so retain the instructions with the item record.
Earmuffs
Earmuffs are visible during supervision and can be practical for intermittent use. Compare headband or hard-hat-mounted configuration, cushion condition, adjustability, replacement components, and compatibility with eye, face, and head protection. A higher package rating does not resolve a broken seal.
Bulk dispensers
Bulk earplug dispensers can place disposable protection near controlled-area entrances and high-use work cells. The buying plan should include dispenser location, refill compatibility, refill unit, sanitation, daily usage, minimum stock, and ownership for refilling. An empty dispenser is a program failure even when the correct earplug was selected.

The lowest unit price can produce higher operating cost when a protector has poor fit acceptance, frequent damage, or an awkward replenishment format. Use a controlled wear trial and measured issue data before consolidating a site onto one SKU.
Standardize by task or department
Standardization should follow the noise assessment. A plant-wide preference for one package rating is an insufficient basis. Group workers whose exposures, PPE combinations, communication needs, and use patterns are comparable. Then approve a small set of protectors that provide suitable attenuation and fit across that group.

Reassess the selection when noise exposure increases, equipment or processes change, another PPE item affects fit, or fit-test and audiometric records indicate a problem. OSHA requires reevaluation of hearing-protector attenuation when employee noise exposure increases enough to make current protection inadequate.
